picking on VOA at Hanoi

Hello,

I just applied for a visa approval letter. My  flight is from Nagoya to Hanoi with a 4 hour layover, then I fly from  Hanoi to Nha Trang. Will I be able to get the VOA at Hanoi even though  I'm just transferring there?
